1- afirmattive : 

was talking were

2- interrogative :

was he talking ? were you

3- negative :

I wasn't , weren't talking

USE :

we use the past progressive :

1- Form action that was in progress and a specefic point of time in the past

2- For a past action that was in progress when it was interrupted by another action

3- For actions that were happening at the same time in the past

asking for and going advice

asking for advice :

1. what should I do ?
2. what's you advice for ...?
3. I don't know what to do ?
4. how can I ... ?
5. what would you advice me to do ?

giving advice :

1. if I were you , I'd + bare infinitif
2. you should/shouldn't + bare infinitif
3. how about { noun verbing }
4. It whould be a good idea if + verb (past)
5. you 'd better + bare infinitif
